Why are higher interest rates good for the Economy?

I read the news that the Bank of Japan is going to increase the interest rates.I thought that low interest rates promote investment and boost the confidence in the economy. So, why does the Bank of Japan want to raise the interest rates..

In regards to successful short selling- what % of float being shorted is too high?

Often the market will attempt a short squeeze rally on a stock with high short interest. When trolling for candidates to short, what level or percentage of float being shorted is too high? Better still, what percentages are ideal? I usually try to stick to stocks with the smallest % of short interest…however I am still new to this game. Any help is appreciated!

I have some high interest credit that we can never seem to pay down. We have not added to the balance in over a year though and I am more than willing to cut them up. Should I borrow from my 401K and pay myself back at 8% interest to pay off the cards?
