Where to best save money that earns high interest in the Philippines?

I have 2 high interest, high balance cards and one low interest low balance card. I’m getting discouraged, as it doesn’t seem like I’m making a dent in my debt. I’ve had the low balance, low interest card the longest, so I want to keep it open because I’ve heard it’s best for your credit history to keep the oldest open. Should I close the high interest rate cards and pay them off first, or should I pay off the low balance first? My credit score is falling and the high interest cards are putting lower limits on my card as I pay them off.. Would closing the accounts be bad or good? HELP!
