Should I pay off the credit card with the highest interest rate first or the highest dollar amount?

Its Christmas time again and the cards are maxed out. I have 3 credit cards ranging from $500 to $2000. Should I focus on paying off the one with the smaller amount even though the interest is less than the one with the larger amount. The $500 can be paid off in no time but it of course has the lower interest rate. Which is my best plan of attack?

Can I transfer a line of credit at a high interest rate to 0% balance transfer card?

I have a few cards that are locked in at high interest rate (20%+), I took those cards when i idn’t have much of a credit history. Now I have a credit history and quite a good credit score. I have paid my bills on time and at least paid the minimum. I just wish that I could get a better rate. How do you go about renogociating a rate as I don’t want to open a new CC account with a lower rate.

If creditors know someone is a high risk, why do they give the buyer a higher interest rate?

it makes more sense to give someone who needs special financing a lower interest rate so that they can pay on the car note easier. with a high interest rate, it would be harder i would think.
